YSL rules are based on
FIFA
rules, but with modifications based on the
US
Youth Soccer Modified rules for under 12 play.
REMEMBER: ALL PLAYERS PLAY at least 2 quarters!
THIS TABLE IS TO
HELP COACHES DETERMINE HOW MANY QUARTERS EACH PLAYER MUST PLAY DURING EACH
MATCH!
The objective being that all players will have the same total playing time in quarters over the season.

* 2 WEEK GRACE PERIOD: during first 2 games, Referees will be
instructed to disregard certain infringements and allow play to continue after
the infringement has been explained to the player!
** No throw in for this age group. Play restarts with a
kicked ball from the sidelines.
RULES, COMMON TO ALL AGE GROUPS:
Substitutions can only be done during
quarter breaks, except in the case of a medical emergency.
SAFETY RULES:
Safety of players and spectators is the most important issue
to which rules apply and these rules must be observed by all players, parents,
spectators and officials connected with YSL.
- NO CLIMBING ON (OR SWINGING FROM) THE GOALPOSTS OR NETS
- ALL PLAYERS MUST WEAR SHIN PADS FOR PRACTICE AND GAMES
- NO JEWELRY OR WATCHES MAY BE WORN DURING PRACTICE OR GAMES
- ONLY SOCCER BOOTS/SHOES WITH RUBBER CLEATS ARE ALLOWED
- SPECTATORS WITH CHAIRS, COOLERS ETC. MUST ALLOW 5 YARDS GAP AROUND THE
EDGE OF THE PITCH TO ALLOW PLAYERS TO RUN OFF THE FIELD SAFELY.
MEDICAL SAFETY:
- ALL PLAYERS SHOULD BRING SUITABLE DRINKS TO PRACTICE AND GAMES TO AVOID
DEHYDRATION
- PARENTS SHOULD INFORM COACHES IF PLAYERS ARE TAKING MEDICATION OR HAVE
CHRONIC HEALTH PROBLEMS
REFEREE ISSUES:
Please remember: Our referees (9-10/ 11-12 / 13-14/ Girls
Division) are
not professionals! Please respect the rulings of the referee!
SEND OFFS:
Flagrant foul or offensive language: 1st player warning.
2nd flagrant foul or offensive language: 2nd player and coach
warning.
3rd flagrant foul or offensive language: sent off.
"MATCH
FORFEIT" or "WIN BY DEFAULT" RULES
FOR 11-12, 13-14 and GIRLS DIVISIONS ONLY!
These three Divisions in YSL play for points, so all games
need to conform to the YSL rules for Kick off time and numbers of players.
In order to solve disputes arrising from disorganized teams, no shows, and
under strength teams the league has always allowed for a match to be Forfieted
by the team unable to field a full strength team at the scheduled kick off
time.
In the event that one team is ready to start a match on time,
but the other team does not show up at all, or has insufficient players to
make a team, the match will be considered as a "Forfeit" with a
0:0 Win being recorded for the team which was ready to play. (3 points, no
GF/GA) This is not designed to punish teams for being a few seconds late,
but more to allow friendly matches to take place in the event of unequal team
sizes etc.
In order to claim the forfeit the following circumstances must
exist:
Your team must be on the field, standing in position ready for
a kick off, at the scheduled kick off time. The opposition team has 10 minutes
from the scheduled kick off to either: put a team onto the field. If both
teams are late, then no Forfeit can be claimed unless one team has less than
the minimum of players (11/12 -7 players, 13/14 - 6 players). In the event
of any late start, the match will not be allowed to continue beyond the kick
off time of the subsequent match, even if the full playing time is not expired.
In the event that the opposition is unable to field a team with
the minimum number of players, the match will be Forfeited and a friendly
game can be arranged between the teams after the larger team offers players
to the under-strength team. Any score from this friendly match will not be
counted.

NO TRADES OR TRANSFERS BETWEEN AGE
GROUPS!
NO TRADES ACROSS GENDER (Girl for boy or boy for girl)
NO TRADES OR TRANSFERS CAN BE BASED ON PLAYER SKILL LEVEL OR ATTITUDE!
TRADES AND TRANSFERS CAN ONLY BE MADE DUE TO A PLAYERS
INABILITY TO TRAIN ON A PARTICULAR NIGHT, AND WITH THE
CONSENT OF THE COACH AND AGE DIVISION COORDINATOR!
PLEASE RESPECT
THE COORDINATOR'S DECISION.
ANY TRANSFER ARRANGED BETWEEN A PARENT AND A SINGLE COACH WILL BE REVERSED
BY THE LEAGUE!
CONDUCT RELATED RULES:
All
grievances must be taken to the Age Division Coordinator first. These include:
Coach grievance with a referee.
Parent grievance with a coach.
Parent grievance with another Parent.
Grievances
that cannot be settled with the Age Division Coordinator first, are then taken
to the YSL Commissioner. (The Comissioner has the final decision in any grievance.)
Decisions
are ALWAYS made in the best interest of the players!!!
